Le dernier num\u00e9ro paru concerne de pr\u00e8s notre domaine de pr\u00e9dilection puisque Jacques Bredael y interviewe Philippe Reynaert pour du cin\u00e9ma belge, et plus sp\u00e9cifiquement du cin\u00e9ma wallon.<!--more--><\/p>\n<p>&nbsp;<\/p>\n<p>Le titre de l\u2019ouvrage \u00ab\u00a0Par ailleurs, le cin\u00e9ma est une industrie\u00a0\u00bb est tir\u00e9 d\u2019un essai paru pour la premi\u00e8re fois en 1940 et intitul\u00e9 <em>Esquisse d\u2019une psychologie du cin\u00e9ma.<\/em> La phrase est sign\u00e9e Andr\u00e9 Malraux qui sera, plus tard, Ministre de la Culture de la R\u00e9publique fran\u00e7aise, un poste cr\u00e9\u00e9 tout expr\u00e8s pour lui par le G\u00e9n\u00e9ral de Gaule.<\/p>\n<p>&nbsp;<\/p>\n<p>Cette citation correspond parfaitement au livre puisque Philippe Reynaert nous y d\u00e9voile tout ce qu\u2019on ne lit pas habituellement dans les ouvrages qui traitent de cin\u00e9ma\u00a0: les enjeux financiers, les modes de financement, les m\u00e9canismes de Wallimage, le fonds dont il a invent\u00e9 la structure et qui aide les producteurs wallons \u00e0 monter leurs (co)productions depuis quinze ann\u00e9es maintenant.<br \/>\nAutant dire, qu\u2019on y apprend beaucoup de choses fort int\u00e9ressantes, sans langue de bois, avec quelques succulentes anecdotes \u00e0 la clef.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"http:\/\/www.cinevox.be\/wp-content\/uploads\/sites\/2\/2016\/05\/AwOAn4FFGGm4hboxpn8FRGNnqJw1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright  wp-image-87267\" src=\"http:\/\/www.cinevox.be\/wp-content\/uploads\/sites\/2\/2016\/05\/AwOAn4FFGGm4hboxpn8FRGNnqJw1.jpg\" alt=\"\" width=\"261\" height=\"426\" srcset=\"https:\/\/welovecinema.be\/wp-content\/uploads\/sites\/2\/2016\/05\/AwOAn4FFGGm4hboxpn8FRGNnqJw1.jpg 223w, https:\/\/welovecinema.be\/wp-content\/uploads\/sites\/2\/2016\/05\/AwOAn4FFGGm4hboxpn8FRGNnqJw1-165x270.jpg 165w\" sizes=\"auto, (max-width: 261px) 100vw, 261px\" \/><\/a>Les deux premiers chapitres (les deux premi\u00e8res questions) nous racontent le personnage Philippe Reynaert. Parce qu\u2019on ne peut comprendre quelqu\u2019un sans le conna\u00eetre. M\u00eame ceux qui le c\u00f4toient depuis longtemps d\u00e9couvriront ici des \u00e9tapes de son parcours qu\u2019ils ignorent probablement. Ils saisiront aussi l\u2019implacable logique qui sous-tend tout cet itin\u00e9raire et les diff\u00e9rents changements de cap qui ont enrichi sa personnalit\u00e9, les rencontres d\u00e9cisives, les opportunit\u00e9s relev\u00e9es comme autant de d\u00e9fis qui l\u2019ont amen\u00e9, in fine, vers le poste qu\u2019il occupe aujourd\u2019hui avec une efficacit\u00e9 que personne ne penserait \u00e0 mettre en doute.<\/p>\n<p>&nbsp;<\/p>\n<p>Car les neuf chapitres suivants le prouvent \u00e9videmment, Philippe Reynaert ma\u00eetrise totalement son sujet et, en bon p\u00e9dagogue qu\u2019il est, parvient \u00e0 le vulgariser avec une vraie maestria.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>On apprend ainsi pourquoi et comment Wallimage a \u00e9t\u00e9 cr\u00e9\u00e9, comment il s\u2019est d\u00e9velopp\u00e9 et ce qu\u2019il recouvre effectivement. Une lecture indispensable pour tous ceux qui critiquent parfois les choix effectu\u00e9s lors des sessions de financement, mais qui ignorent en fait la v\u00e9ritable nature du fonds, ses objectifs et son mode de fonctionnement.<br \/>\nOn d\u00e9couvre aussi les m\u00e9canismes de coproductions, sp\u00e9cialit\u00e9 belge s\u2019il en est, et on comprend comment d\u2019autres m\u00e9canismes ont \u00e9t\u00e9 mis en place, compl\u00e9tant et amplifiant les effets b\u00e9n\u00e9fiques du fonds wallon.<\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"http:\/\/www.cinevox.be\/wp-content\/uploads\/sites\/2\/2016\/05\/IMG_1063.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-87268\" src=\"http:\/\/www.cinevox.be\/wp-content\/uploads\/sites\/2\/2016\/05\/IMG_1063.jpg\" alt=\"\" width=\"5184\" height=\"3456\" srcset=\"https:\/\/welovecinema.be\/wp-content\/uploads\/sites\/2\/2016\/05\/IMG_1063.jpg 5184w, https:\/\/welovecinema.be\/wp-content\/uploads\/sites\/2\/2016\/05\/IMG_1063-405x270.jpg 405w, https:\/\/welovecinema.be\/wp-content\/uploads\/sites\/2\/2016\/05\/IMG_1063-800x533.jpg 800w\" sizes=\"auto, (max-width: 5184px) 100vw, 5184px\" \/><\/a><\/p>\n<p style=\"text-align: right;\"><em>Philippe Reynaert et son homologue flamand Pierre Drouot au 10e anniversaire de Wallimage<\/em><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Le livre explore notamment le principe du Tax Shelter, les d\u00e9rives de sa premi\u00e8re mouture qui auraient pu co\u00fbter cher \u00e0 tout le cin\u00e9ma belge et les progr\u00e8s r\u00e9alis\u00e9s dans sa deuxi\u00e8me version pour le remettre essentiellement au service des producteurs. Croustillantes anecdotes \u00e0 l\u2019appui\u00a0\u2026<\/p>\n<p>\u00ab\u00a0Chez Wallimage, o\u00f9 on s\u2019est fait une sp\u00e9cialit\u00e9 de la v\u00e9rification des d\u00e9penses, on s\u2019est tr\u00e8s vite aper\u00e7u que des producteurs commen\u00e7aient \u00e0 \u00ab\u00a0gonfler\u00a0\u00bb leurs budgets. (\u2026) En ce qui concerne Wallimage, la r\u00e9plique est facile, mais pas indolore Si au bout des v\u00e9rifications des factures et des fiches de salaires, et apr\u00e8s avoir rejet\u00e9 tout ce qui ne nous semblait pas juste, on s\u2019aper\u00e7oit que le producteur n\u2019atteint pas le pourcentage de retomb\u00e9es audiovisuelles wallonnes auquel il s\u2019est engag\u00e9 on proratise la derni\u00e8re tranche de notre investissement\u00a0!<\/p>\n<p>La fraude la plus courante consiste \u00e0 demander \u00e0 un fournisseur d\u2019\u00e9mettre une facture que l\u2019on va exhiber au Tax Shelter at aux fonds r\u00e9gionaux, suivie d\u2019une note de cr\u00e9dit qu\u2019on va \u00ab\u00a0oublier\u00a0\u00bb de signaler \u00e0 qui que ce soit\u2026 Mais cela ne fonctionne pas toujours comme pr\u00e9vu\u00a0: un jour on a re\u00e7u tout un classeur de d\u00e9penses \u00e0 v\u00e9rifier dans lequel des notes de cr\u00e9dit \u00e9taient rest\u00e9es agraf\u00e9es aux factures\u00a0!!! Le ton est enlev\u00e9, plein d\u2019humour, ce qui n\u2019\u00f4te rien \u00e0 la pr\u00e9cision du propos. Du coup, qu\u2019on soit un professionnel du 7e Art, un \u00e9tudiant en cin\u00e9ma, ou un simple candide, curieux d\u2019en savoir un peu plus sur l\u2019envers du d\u00e9cor cin\u00e9matographique, on passe ici deux heures tr\u00e8s agr\u00e9ables et fort instructives.<\/p>\n<p>&nbsp;<\/p>\n<p>Un livre qui ressemble \u00e0 une balade passionnante dans les coulisses du cin\u00e9ma belge\u2026o\u00f9 personne ne nous avait invit\u00e9s jusque-l\u00e0.<\/p>\n<p>&nbsp;<\/p>\n<p><em>\u00ab\u00a0Par ailleurs, le cin\u00e9ma est une industrie\u00a0\u00bb, un entretien avec Philippe Reynaert men\u00e9 par Jacques Breydael &#8211;\u00a0 Les \u00e9ditions du CEP, 14 euros<\/em><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>La collection 11 questions +1, aux \u00e9ditions de CEP, a pour ambition de fournir les \u00e9l\u00e9ments d\u2019information, de connaissance et d\u2019appr\u00e9ciation n\u00e9cessaires \u00e0 l\u2019analyse des grands enjeux.
